Description: INVITATION FOR EXPRESSION OF INTEREST TURKEY ESKISEHIR GREATER MUNICIPALITY Eskisehir Greater Municipality (EBB) has received a loan from European Investment Bank (EIB), Nordic Investment Bank and ABM Amro towards the cost of the Eskisehir Municipal Urban Development Project. The Municipality is intended to apply a portion of the loan to the procurement of consulting services for Design Review and Construction Supervision of Component 2 Natural Disaster Risk Minimisation Project. The main objectives of the services is to minimise the risks of flood damages by Porsuk River which is flowing through the city centre and reduction of leakage from the irrigation canals to underground water that endanger the foundation of buildings around these canals. The objectives shall be achieved by integrating the landscaping and navigation plannings of EBB into the project. The Project concerns the design review and revision, preparation of tender documents, technical assistance to EBB for tendering and contract award processes and construction supervision for the following project components. - Improvement of Porsuk River Channel (approximately 8 kilometres) and landscaping. - Replacement of seven vehicle bridges. - Evaluation of four existing pedestrian bridges from earthquake risks of point of view and replacement/retrofitting of these pedestrian bridges. - Four new pedestrian bridges. - Four water level control structure and one end water level control structure. - Improvement works for existing irrigation mains (approximately 8,5 kilometres). In addition to the work items explained above. The consultant shall review/design and prepare bill of quantities for Sarisu Flood Detention Dam. The Consultant shall provide the construction supervision services as the 'Engineer' and 'Employer's Representative' under 'Conditions of Contract for Works of Civil Engineering Construction 4th Edition 1987 amended 1992, FIDIC Red Book'. The contract for the provision of the said services is expected to commence in October 2004 and last approximately: - Design review and revision/EIA/Tender Documents: 4 months. - Tendering and Contract Award for Construction Works: 3 months. - Construction Supervision: 20 months. - Defects Liability Period: 3 months. The invitation for Expression of Interest is open to international firms that have wide experience in similar projects. The international firm shall be in association with a local firm. Contract description The Project envisages the TA Team to prepare detailed studies of the six nominated long term Veterinary Border Inspection Points- VBIP of the Ministry of Agriculture and Rural Affairs in Turkey regarding the construction and inspection facilities and procurement of the equipment for VBIP and VBI. Eligibility Participation is open on equal terms to all natural and legal persons of the EU Member States and Turkey, to natural and legal persons from PHARE candidate countries and the countries benefiting from the financial and technical measures to accompany the reform of economic and social structures in the framework of the Euro-Mediterranean partnership (MEDA) and from the assistance for Albania, Bosnia and Herzegovina, Croatia, The Federal Republic of Yugoslavia and the former Yugoslav Republic of Macedonia (CARDS) [1] (See also Point 29 below) 12. Candidature All eligible natural and legal persons (as per item 11 above) or groupings of such persons (consortia) may apply. A consortium may be a permanent, legally-established grouping or a grouping which has been constituted informally for a specific tender procedure.
