Description: REQUESTS FOR EXPRESSIONS OF INTEREST Republic of Turkey Prime Ministry Turkey Emergency Management General Directorate (TEMAD) Marmara Earthquake Emergency Reconstruction Project (MEER) CONSULTANCY SERVICES FOR THE DESIGN AND CONSTRUCTION SUPERVISION OF A HEADQUARTERS FACILITY FOR TURKEY EMERGENCY MANAGEMENT GENERAL DIRECTORATE (TEMAD) Loan No: 4517-TU This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business No. 554 of March 16, 2001. The Republic of Turkey has received a loan from the International Bank for Reconstruction and Development (IBRD), and intends to apply part of the proceeds of this loan to payments under the contract for Procurement of Consultancy Services for the "Design and Construction Supervision of a Headquarters Facility for Turkey Emergency Management General Directorate (TAY/ TEMAD)". The Headquarters facility, which will locate at Ankara, will consist of an administrative building and supplementary facilities. The Headquarters facility will be used as TEMAD's administrative headquarters, for emergency/disaster management, training, communication, press conferences and related activities. The services include: 1. Design of TEMAD's administrative building and supplementary facilities. 2. Assembling a team of consultants to the extent covering all necessary disciplines including architects, mechanical, electrical, electronics, communication, structural, and civil engineers; landscape architect. 3. Preparing the final designs for the selected building including the related architectural, structural, mechanical, electrical, plumbing and architectural landscape drawings. 4. Assisting TEMAD in the preparation of bidding documents for the construction works including preparation of technical specifications, drawings, bills of quantities and other related contract documents. 5. Provide on-site construction supervision throughout the construction period and assist TEMAD for temporary and Final acceptance and during defects liability period. The interested consultant(s) should have experience in the following areas: 1. Design of multi-functional, specific intelligent buildings, public safety facilities and/or building complexes that utilize high technology communication and security systems. 2. Experience in construction supervision of similar buildings and FIDIC type contract implementation. TEMAD now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. The "association" may take the form of a Joint Venture or a sub consultancy. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants' should clearly indicate the structure of their "association" and the duties of the partners and sub consultants in their application. Description: TURKEY - BURSA WASTEWATER PROJECT CONTRACT BURKAN 10: CONSTRUCTION OF SEWERAGE AND STORM DRAINAGE WORKS Specific Procurement Notice - INVITATION FOR BIDS (with postqualification) Bursa Water and Sewerage Administration General Directorate (BUSKI) has received a loan from the European Investment Bank (EIB) toward the cost of the Bursa Wastewater Project. BUSKI intends to apply part of the proceeds of this loan to payments under the contract for BURKAN 10 - Construction of Sewerage and Storm Drainage Works. BUSKI now invites sealed "unit priced" bids from eligible international bidders for the construction and completion of about 14,2 kms of trunk sewers (300 mm less than or equal to diameter less than or equal to 500 mm), 7,4 kms of collectors (600 mm less than or equal to diameter less than or equal to 1 000 mm), and 1,8 kms of box sewers. The work is expected to require 147 thousand m3 excavation, 131 thousand m3 fill and 6 700 m3 concreting. The work shall be completed in 24 months. Interested tenderers are invited to a Site visit at 10.30 on 03.08.2004. Post-qualification will be conducted through the prequalification procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January 1999 edition). The minimum criteria, required for postqualification and detailed in the PQ document to be obtained from BUSKI, are summarized below: a. Firm(s) must be functional for at least 5 years.* b. An annual turnover of 1 500 000 USD for construction works within any of the last 5 years with the Turkish Central Bank exchange rate of 30th June of the relevant year. c. Documentation for construction experience for at least 16 kms of sewers or collectors (300 less than or equal to diameter less than or equal to 1 000 mm) in one or maximum in two contracts as reinforced concrete pipes and / or boxes in the same or another contract, all executed during the last 10 years. d. Financial capacity for a minimum of 600 000 USD or TL equivalent cash and credit. e. Construction equipment adequate to complete the Works satisfactorily. f. Key personnel experienced in similar construction works (with their CVs). g. For a joint venture, the minimum shares for the lead and the other partner shall be 55% and 30%, respectively. The financial capacity and the experience of the partners must be proportional to their shares, as detailed in the PQ document. h. All bidders shall submit a bid security for 120 billion TL or equivalent amount in a freely convertible currency. i. All bidders shall nominate a design subcontractor to perform the engineering and design works in accordance with the requirements in the PQ Document. All sites are accessible from surfaced public roads 3.SCOPE OF WORKS: Details of the works in each of the 5 areas are listed in Table 1 and summarized below: - Storm drainage culverts amounting to 1,8 km. - About 4,9 km of stormwater collectors and 2,5 km of sewerage collectors with diameters ranging from 600 to 1000 mms. - About 4,4 km of stormwater lines and 9,82 km of sewers with diameters ranging from 300 to 500 mms. - Where necessary, building connections (diameter=150 ) and totalling 250 m will be renewed and the necessary displacements for water, natural gas, telecommunications and power lines shall be made. - All appurtenances needed (manholes, inlets, covers, etc.) and the necessary inlet connections (diameter=200 and L=250 m) shall be constructed. - The above works are estimated to require up to 147 thousand m3 excavations, 131 thousand m3 fill and 6 700 m3 concrete works. 4.METEOROLOGICAL INFORMATION: Bursa has a subtropical Thrace climate, with cold and wet winters, and hot and dry summers. The average number of days with temperatures above 25?C is 132 days while temperatures below 0?C average 34 days. The yearly average clear days are 95, cloudy days 182 and the overcast days 88, with 114 days of precipitation. The average precipitation is lowest in August with 17 mm, highest in December with 99.7 mm and the yearly average is 713.1 mm. The monthly average relative humidity varies from the lowest 59 % in July to the highest 76 % in November-January and averages 69 % yearly 5.GEOLOGICAL AND HYDROGEOLOGICAL INFORMATION: In general Bursa area consists of alluvium (gravel, sand, silt and clay formations) in the plane areas and neogen formations (conglemerates, sandstone, silt and silty marn, and limestone materials) in the higher areas. The major geological character of the Burkan7 implementation areas are summarized below: Regions 1 & 2: Alluvium with clay and silt dominating. Region 3: Mostly slope slang. Region 4 and 6: Alluvium with sand and gravel dominating. Region 5: Alluvium with sand and silt dominating. Region 7: Alluvium with sand, silt and clay dominating. Groundwater may be found in the working area at 1 to 8.5 m depths. Artesian conditions exist in the alluvia aquafer at depths below 50 metres. The water table varies between 10-15 m depths. Bursa area is classified as 1st Class earthquake zone, with hidden faults bounding both the north and south of the plain. 6.WORK PROGRAMME: A tentative work programme spanning a 24 month period for BURKAN-10 works is shown in the attached Figures 1 and 2. The final work programme and the accompanying cash flow programme shall be prepared by the Contractor and submitted to the Employer for approval. 7.COST ESTIMATES: Appropriate unit price definitions are introduced, based on the definitions and prices developed by the Ministry of Public Works, Iller Bank and, whenever needed by BUSKI. Description: TURKEY - BURSA WASTEWATER PROJECT CONTRACT BURKAN 10: CONSTRUCTION OF SEWERAGE AND STORM DRAINAGE WORKS Specific Procurement Notice - INVITATION FOR BIDS (with postqualification) Bursa Water and Sewerage Administration General Directorate (BUSKI) has received a loan from the European Investment Bank (EIB) toward the cost of the Bursa Wastewater Project. BUSKI intends to apply part of the proceeds of this loan to payments under the contract for BURKAN 10 - Construction of Sewerage and Storm Drainage Works. BUSKI now invites sealed "unit priced" bids from eligible international bidders for the construction and completion of about 14,2 kms of trunk sewers (300 mm less than or equal to diameter less than or equal to 500 mm), 7,4 kms of collectors (600 mm less than or equal to diameter less than or equal to 1 000 mm), and 1,8 kms of box sewers. The work is expected to require 147 thousand m3 excavation, 131 thousand m3 fill and 6 700 m3 concreting. The work shall be completed in 24 months. Interested tenderers are invited to a Site visit at 10.30 on 03.08.2004. Post-qualification will be conducted through the prequalification procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January 1999 edition). The minimum criteria, required for postqualification and detailed in the PQ document to be obtained from BUSKI, are summarized below: a. Firm(s) must be functional for at least 5 years.* b. An annual turnover of 1 500 000 USD for construction works within any of the last 5 years with the Turkish Central Bank exchange rate of 30th June of the relevant year. c. Documentation for construction experience for at least 16 kms of sewers or collectors (300 less than or equal to diameter less than or equal to 1 000 mm) in one or maximum in two contracts as reinforced concrete pipes and / or boxes in the same or another contract, all executed during the last 10 years. d. Financial capacity for a minimum of 600 000 USD or TL equivalent cash and credit. e. Construction equipment adequate to complete the Works satisfactorily. f. Key personnel experienced in similar construction works (with their CVs). g. For a joint venture, the minimum shares for the lead and the other partner shall be 55% and 30%, respectively. The financial capacity and the experience of the partners must be proportional to their shares, as detailed in the PQ document. h. All bidders shall submit a bid security for 120 billion TL or equivalent amount in a freely convertible currency. i. All bidders shall nominate a design subcontractor to perform the engineering and design works in accordance with the requirements in the PQ Document. Bidders may obtain further information from and inspect the bidding documents at BUSKI (address below) daily from 8:00-17:00. Until July 30, 2004, a complete set of documents (either in Turkish or English) may be purchased by interested bidders for a nonrefundable fee of 600 000 000 TL (plus 250 million TL if both Turkish and English copies are required) or USD equivalent. Description: Marmara Earthquake Emergency Reconstruction Project (MEER) CONSULTANCY SERVICES FOR THE ANALYSIS OF BUILDING CODE ENFORCEMENT Loan No. 4517-TU MEER A.3.3.9 The Republic of Turkey has received a loan from the International Bank for Reconstruction and Development (IBRD), and intends to apply part of the proceeds of this loan to payments under the contract for the "Consultancy Services For The Analyses of Building Code Enforcement". The scope of service includes the followings at a minimum: 1. Analysis of building code requirements and violations, 2. Analysis of social, economic, legal, and institutional constraints to enforcement of building codes, 3. Analysis of level of public awareness and social acceptance of codes, procedures, land-use plans, permit procedures, ownership rights etc., 4. Analysis of the roles that rent seeking and corruption play in the award of building permits and enforcement process, 5. Submission of report that includes specific action plan to be implemented by national and municipal level institutions to increase the compliance with building code and land use and zoning plans, so as to include settlement of disputes and anti-corruption measures. The interested consultant or group of consultants should have extensive experience in the following areas: 1. Knowledge and experience of the principles of building and development codes, etc. 2. Experience in construction practices in Turkey, 3. Experience in land-use planning, 4. Familiarity with the functioning and administrative structures of the Turkish governmental agencies and municipalities, and anti corruption measures. The envisaged implementation period of the services is 3 months. The Project Implementation Unit (PIU) now invites eligible consultants to indicate their interest in providing services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. The "association" may take the form of a Joint Venture or a sub consultancy. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants' should clearly indicate the structure of their "association" and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of " in association with" and/or "in affiliation with" and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wants to participate as a sub consultant or as an individual consultant or as a partner in a joint venture. Please note that a firm shall submit only one EOI in the same selection process either individually as a consultant or as a partner in a joint venture. No firm can be a sub consultant while submitting an EOI individually or as a partner of a joint venture in the same selection process.
