Description: PREQUALIFICATION ANNOUNCEMENT GENERAL DIRECTORATE OF ILLER BANK Construction works for Sinanoglu - S??l?- Ferizli - G?kent and Kaynarca (Sakarya) Drinking Water Transmission Lines, Storage and Network will be tendered according to FIDIC (International Federation of Consulting Engineers) Conditions of Contract for Works of Civil Engineering Construction. The candidates with enough qualification are called for prequalification application to bid for the above mentioned work. The tender will be carried out on the basis of "Tendered Unit Price Works Method" among the invited candidates found to be qualified after the prequalification evaluations. The project will be financed by the foreign credit supplied by Abu Dhabi Fund for Development within the credit coverage granted in agreement with Gulf Corporation Council (GCC). Duration of the construction work is planned as 600 (six hundred) calendar days. Bearing the participation terms and conditions defined in Prequalification Terms of Contract, the tender is open to all the national applicants and for the foreign applicants in partnership with national applicants. In order to apply for prequalification, candidates should fulfill below mentioned qualification criteria, which are detailed in Prequalification Terms of Contract. It is obligatory to purchase the Contract from General Directorate of Iller Bank. 1) Financial Situation Declaration and Bank Statement Letter taken from national or international banks presenting that the willing applicant has an unused 1.5 million USD cash credit or unused Guarantee Statement by the banks. 2) It is required that the willing applicant should give the year-end balance for previous year of the tender year, or the necessary parts of the balance, or if these documents are not available, the equivalent documents as stated in Prequalification Terms of Contract. 3) It is obligatory that the willing applicant should give the documents presenting the applicant's total endorsement or the work completion reports of the ongoing works related to tender work or similar documents for the last three years before the tender year. Considering the average of the last three years; the total endorsement has to be not less than 1.5 million USD, and total endorsement for construction works has to be not less than 1million USD. It is enough for the applicant just to fulfill one of these criteria. 4) The document presenting that the applicant is currently operating his professional activity and authorized for bid. 5) It is obligatory for the applicant to present the documents showing his experience on the tender or similar work in public or private sector in the country or abroad undertaken within the last fifteen years under a single agreement and completed at least 70 % of the contract price and found to be perfect by the Administration. It is obligatory for the willing applicant to realize the works with any of the below mentioned conditions, as the work completion or the work situation. Under a single agreement; a) For drinking water works covering network or transmission line or network- transmission line-pumping station-reservoir with amount of 5 million USD, b) For sewerage or storm-drainage works covering network or network- collector with amount of 5 million USD. 6) The works will be accepted as similar to tender works are; a) Drinking water construction works covering network or transmission line or network-transmission line-pumping station-reservoir. b) Sewerage or storm-drainage construction works covering network or network-collector. 7) Key personnel specified in Prequalification Terms of Contract should be employed. "Prequalification Application Documents" can be looked over at the address specified below and supplied from the same address by depositing 250 USD beginning from 24/6/2004. All the documents constituting prequalification application and the other documents with their appendixes will be in Turkish and English. Documents presented in English will be valid only, when provided together with notarized Turkish translations. The applications consisting of prequalification documents should be presented to the Incoming Documents Unit of General Directorate of Iller Bank at the below specified address until the end of office hours (17.30 pm) on 16/7/2004. Applications for prequalification will be opened by the Commision in the presence of the applicants at the Water Supply Department Meeting Room at 14.30 pm on 19/7/2004. After analyzing and evaluating of the applications by the Commission, the tender invitation letters will be sent at a later time to the candidates, which found to be qualified to make bid for the work. Description: Marmara Earthquake Emergency Reconstruction Project (MEER) CONSULTANCY SERVICES FOR THE ANALYSIS OF BUILDING CODE ENFORCEMENT Loan No. 4517-TU MEER A.3.3.9 The Republic of Turkey has received a loan from the International Bank for Reconstruction and Development (IBRD), and intends to apply part of the proceeds of this loan to payments under the contract for the "Consultancy Services For The Analyses of Building Code Enforcement". The scope of service includes the followings at a minimum: 1. Analysis of building code requirements and violations, 2. Analysis of social, economic, legal, and institutional constraints to enforcement of building codes, 3. Analysis of level of public awareness and social acceptance of codes, procedures, land-use plans, permit procedures, ownership rights etc., 4. Analysis of the roles that rent seeking and corruption play in the award of building permits and enforcement process, 5. Submission of report that includes specific action plan to be implemented by national and municipal level institutions to increase the compliance with building code and land use and zoning plans, so as to include settlement of disputes and anti-corruption measures. The interested consultant or group of consultants should have extensive experience in the following areas: 1. Knowledge and experience of the principles of building and development codes, etc. 2. Experience in construction practices in Turkey, 3. Experience in land-use planning, 4. Familiarity with the functioning and administrative structures of the Turkish governmental agencies and municipalities, and anti corruption measures. The envisaged implementation period of the services is 3 months. The Project Implementation Unit (PIU) now invites eligible consultants to indicate their interest in providing services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. The "association" may take the form of a Joint Venture or a sub consultancy. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants' should clearly indicate the structure of their "association" and the duties of the partners and sub consultants in their application. Unclear expression of interests in terms of " in association with" and/or "in affiliation with" and etc. may not be considered for short listing. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wants to participate as a sub consultant or as an individual consultant or as a partner in a joint venture. Please note that a firm shall submit only one EOI in the same selection process either individually as a consultant or as a partner in a joint venture. No firm can be a sub consultant while submitting an EOI individually or as a partner of a joint venture in the same selection process. A firm, if acting in the capacity of sub consultant in any consultant or JV, may participate in more than one consultant, but only in the capacity of a sub consultant. A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997 (revised September 1997, January 1999 and May 2002). Eligibility and rules of origin Participation is open on equal terms to all natural and legal persons participating either individually or in a grouping (consortium) of tenderers of the EU Member States and the countries and territories of the regions covered and/or authorised by the MEDA Regulation.
