Description: The General Directorate of the Turkish Electricity Transmission Corporation (TEIAS) will receive bids on July 21, 2004 for supply and installation of 380 kV Davutpasa and Zekeriyakoy Gas Insulated Substations (GIS) under reference WB-ATT.9. The World Bank finances the project. Description: REQUEST FOR EXPRESSION OF INTEREST CONSULTANTS SERVICES The Government of Federation of Bosnia and Herzegovina has received a Grant from the Government of the Republic of Turkey for Repair/Reconstruction Clinic for obstetrics and gynecology and Pediatrics clinic located in "Jezero" Sarajevo, and intends to apply part of the procedures of this grant to payments under the contract for Consulting Services for Construction Supervision of the Repair/ Reconstruction Clinic for obstetrics and gynecology and Pediatrics clinic. Hospital complex "Jezero" in Sarajevo, consisted of the maternity and gynecology department, pediatrics, central laboratory and medical school, was destroyed and devastated during the war in Bosnia and Herzegovina in the period 1992.-1995. The Expertise and Preliminary Design conducted recently confirmed that the building of former Maternity hospital and Gynecology department in hospital complex "Jezero" in Sarajevo is in such conditions that are possible to restore and reconstruct it for the following functions: - Clinic for obstetrics and gynecology - Clinic for pediatrics Ministry of Health of the Government of Canton Sarajevo are now inviting eligible consultants from the Republic of Turkey to indicate their interest in providing Consultants Supervision Services for Repair/Reconstruction Clinic for obstetrics and gynecology and Pediatrics clinic located in "Jezero" Sarajevo. A consultant will be selected in accordance with procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 1997, (revised September 1997, January 1999, and May 2002). Interested consultants must provide information's indicating that they are qualified to perform the services (brochures, description, of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc) and familiarity with the World Bank' s procedures is desirable. Description: REQUEST FOR EXPRESSION OF INTEREST REPUBLIC OF TURKEY SECOND BASIC EDUCATION PROJECT 4671-TU Consultancy Services for Construction Supervision and Management for Civil Works This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business No. 621 of 31 December 2003. The Republic of Turkey has received a loan from the International Bank for Reconstruction and Development (IBRD), and intends to apply part of the proceeds of this loan to payments under the contract(s) for the consulting services for construction supervision and management for civil works which will be implemented by the Ministry of National Education through its Projects Coordination Center (PCC). The services include (a) the preparation of technical dossiers, (b) construction supervision, (c) construction management, and (d) updating the indicator-based progress and quality tracking system of the civil works under the project. The renovation and construction works planned to be realized under the Second Basic Education Project throughout Turkey are listed as follows: a) Renovation of about 200 rural schools b) Renovation of about 200 bussing schools c) Renovation of 210 gecekondu (low income areas around large cities) schools and construction of additional classes d) Renovation of about 210 YIBOs and PIOs (regional boarding schools and pension schools), e) Construction of additional facilities for 120 basic education schools, f) Construction of 300 new preschool classrooms next to existing basic education schools, g) Renovation of about 40 schools for children with special needs, h) Construction of about 20 additional facilities for children with special needs. For practical reasons, four consultancy regions (A, B, C and D) have been determined, for each of which a separate consultancy contract shall be concluded. Generally, the renovation and construction works are scattered in a balanced manner within these regions. Region A comprises Afyon, Antalya, Aydin, Balikesir, Bilecik, Burdur, Bursa, ?nakkale, Denizli, Edirne, Eskisehir, Isparta, Istanbul, Izmir, Kirklareli, Kocaeli, K?ahya, Manisa, Mugla, Tekirdag, Usak and Yalova; Region B comprises Amasya, Ankara, Artvin, Bartin, Bolu, ?nkiri, ?rum, D?ce, Giresun,Karab?, Kastamonu, Kirikkale, Kirsehir, Ordu, Rize, Sakarya, Samsun, Sinop, Sivas, Trabzon, Yozgat and Zonguldak; Region C comprises Adana, Adiyaman, Aksaray, Elazig, Gaziantep, Hatay, K. Maras, Karaman, Kayseri, Kilis, Konya, Malatya, Mersin, Nevsehir, Nigde, Osmaniye, Sanliurfa and Tokat; Region D comprises Agri, Ardahan, Batman, Bayburt, Bing?, Bitlis, Diyarbakir, Erzincan, Erzurum, G??hane, Hakkari, Igdir, Kars, Mardin, Mus, Siirt, Sirnak, Tunceli and Van. The construction works under the project are planned to be completed in two years. If there will be an extension, the consultants will perform their duties till the end of the project. If need be, the Ministry has the right to alter the number of the schools to be renovated and the number of additional facilities to be constructed. The Ministry reserves the right to reject Expression of Interests if received after the deadline or where it is viewed that the firms may not possess the desired capabilities, experience etc., estimated and deemed necessary for the subject requirement. The Ministry of National Education, Projects Coordination Center now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, experience in regions A, B, C or D, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications. The "association" may take the form of a Joint Venture or a sub consultancy. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract in case of award is made to that JV group. Interested consultants should clearly indicate the structure of their "association" and the duties of the partners and sub consultants in their application. Keeping one expression of interest per firm as principle, a consultant firm may decide whether it wishes to participate as a sub consultant or as an individual consultant or as a partner in a joint venture. Please note that a firm shall submit only one EOI in the same selection process either individually as a consultant or as a partner in a joint venture. No firm can be a sub consultant while submitting an EOI individually or as a partner of a joint venture in the same selection process. A firm, if acting in the capacity of sub consultant in any consultant or JV, may participate in more than one consultant, but only in the capacity of a sub consultant. The consultants shall identify the Region(s) that they express their interest for. A consultant may apply for more than one Region, however, no consultant firm (as either an individual firm or as partner in a joint venture) will be included in the short-list for more than one Region. For the consultants who apply for more than one Region, the Ministry reserves the right to include the Consultants in any one of the short lists of the Regions that they have applied for. The contracting authority will accept as sufficient evidence that none of the cases quoted in (a), (b) or (e) apply to the candidate or tenderer, the production of a recent extract from the judicial record or, failing this, a recent equivalent document issued by a competent judicial or administrative authority in the country of origin or in the country whence that person comes, showing that these requirements have been met. The contracting authority shall accept, as sufficient evidence that the case quoted in (d) does not apply to the candidate or tenderer, a recent certificate issued by the competent authority in the Member State concerned. Where the country concerned does not issue such documents or certificates, they may be replaced by a sworn statement or, failing that, a solemn declaration made by the person concerned before a judicial or administrative authority, a notary or a competent professional or trade body, in the country of origin or in the country whence that person comes. In accordance with the national law of the country where the tenderer or candidate is established, the aforementioned documents must relate to legal and/or natural persons including, where applicable and where the contracting authority deems it necessary, company managers or any person empowered to represent, take decisions for, or control the candidate or tenderer. A contract may not be awarded to candidates or tenderers who, at the time of the procedure to award this contract: (a) are in a situation of conflict of interest; (b) are guilty of misrepresentation in supplying or failing to supply the information required by the contracting authority for their participation in the contract. 3.ADMINISTRATIVE AND FINANCIAL PENALTIES Where the award procedure or the implementation of a contract are vitiated by significant errors or irregularities or fraud, the EIB will suspend performance of the contract. If such errors, irregularities or fraud are attributable to the contracting party, the Bank may furthermore either refuse to make the payment or recover the amounts already paid, in proportion to the seriousness of the errors, irregularities or fraud. The purpose of suspending the contract will be to check the reality of the significant errors or irregularities or presumed fraud. If these occurrences are not confirmed, performance of the contract will be resumed following this verification. A significant error or irregularity is deemed for this purpose to be any infringement of a contractual or regulatory provision resulting from an action or omission which has or could have a harmful effect on the Community budget. 4.ETHICS CLAUSE Any attempt by a candidate or tenderer to obtain confidential information, enter into unlawful agreements with competitors or influence the committee or the contracting authority during the process of examining, clarifying, evaluating and comparing tenders will lead to the rejection of its candidacy or tender and may result in administrative penalties. Without the contracting authority's prior written authorisation, a contractor and its staff or any other company with which the contractor is associated or linked may not, even on an ancillary or subcontracting basis, supply other services, carry out works or supply equipment for the project. This prohibition also applies to any other programmes or projects that could, owing to the nature of the contract, give rise to a conflict of interest on the part of the contractor. All reports and documents drawn up or received by the contractor are confidential. The contractor must refrain from any relationship likely to compromise its independence or that of its staff. If the contractor ceases to be independent, the contracting authority may, regardless of injury, terminate the contract without further notice and without the contractor having any claim to compensation. The Commission reserves the right to suspend or cancel project financing if corrupt practices of any kind are discovered at any stage of the award process and if the contracting authority fails to take all appropriate measures to remedy the situation. For the purposes of this provision, 'corrupt practices' are the offer of a bribe, gift, gratuity or commission to any person as an inducement or reward for performing or refraining from any act relating to the award of a contract or implementation of a contract already concluded with the contracting authority. More specifically, all tender dossiers and contracts for works, supplies and services must include a clause stipulating that tenders will be rejected or contracts terminated if it emerges that the award or execution of a contract has given rise to unusual commercial expenses. Such unusual commercial expenses are commissions not mentioned in the main contract or not stemming from a properly concluded contract referring to the main contract, commissions not paid in return for any actual and legitimate service, commissions remitted to a tax haven, commissions paid to a recipient who is not clearly identified or commissions paid to a company which has every appearance of being a front company. The contractor undertakes to supply the EIB, on request, with all supporting documents relating to the conditions of the contract's execution.
