Contract specifications 6.Description of the contract: Provision of basic supplies and equipment in kit form and individual items of equipment for various services, including ante natal care, birth, obstetric emergencies, family planning and infection prevention, provided by various health care facilities of the Ministry of Health and for related training institutions and laboratories, including training equipment and furniture. 7.Number and titles of lots: Lot 1: surgical items: e.g. specula, forceps, curettage sets, anaesthesia sets, basic birth sets, neonatal resuscitation sets, IUD insertion sets, IUD removal sets, mini laparotomy sets and vasectomy sets. Lot 2: medical furniture: e.g. swivelling stools, mobile infusion stands, waste bins, instrument trolleys. Lot 3: diagnostic equipment: e.g. patient scales, blood pressure kits, stethoscopes and pregnancy calendars, tourniquets, measuring tapes, decontamination recipients, stethoscopes for neonates. Terms of participation 8.Eligibility and rules of origin: Participation is open on equal terms to all natural and legal persons [participating either individually or in a grouping (consortium) of tenderers] of the Member States of the European Union (Austria, Belgium, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, the Slovak Republic, Slovenia, Spain, Sweden and United Kingdom) and the beneficiary countries or territories of the MEDA programme: Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Syria, Tunisia, Turkey and Gaza and the West Bank. All goods supplied under this contract must originate in these countries, except the items specified in Article 10 of the special conditions. 9.Grounds for exclusion: Tenderers must provide documentary proof that they are not in any of the situations listed in point 2.3.3 of the practical guide to contracts procedures financed by the general budget of the European Communities in the context of external actions. 10.Number of tenders: Tenderers (including firms within the same legal group, other members of the same consortium, and subcontractors) may submit only one tender for one or more lots. Tenders for parts of a lot will not be considered. Any tenderer may state in its tender that it would offer a discount in the event that its tender is accepted for more than one lot. Tenderers may not submit a tender for a variant solution in addition to their tender for the supplies required in the tender dossier. 11.Tender guarantee: Tenderers must provide a tender guarantee for a fixed amount corresponding to 1% of the offered price when submitting their tender. This guarantee will be released to unsuccessful tenderers once the tender procedure has been completed and to the successful tenderer(s) upon signature of the contract by all parties. This guarantee will be called upon if the tenderer does not fulfil all obligations stated in its tender. 12.Performance guarantee: The successful tenderer will be asked to provide a performance guarantee of 10% of the amount of the contract at the signing of the contract. This guarantee must be provided no later than 30 days after the tenderer receives the contract signed by the contracting authority. If the selected tenderer fails to provide such a guarantee within this period, the contract will be void and a new contract may be drawn up and sent to the tenderer which has submitted the next best compliant tender. 13.Information meeting and/or site visit: No information meeting is planned. 14.Tender validity: Tenders must remain valid for a period of 90 days after the deadline for submission of tenders. 15.Period of execution: Six months from contract signature. Selection and award criteria 16.Selection criteria: Minimum quality criteria for the tender are: - Economic and financial standing of the tenderer(s) (firm or consortium): average annual turnover of the last three years (euro)[The EuroInfo rate from the first day of the month when the report was finalized for all dates furnished in currency other than euro] shall be at least double the value offered for the lot(s). The tenderer(s) must prove economic and financial capacity by furnishing audited annual financial statements of financial positions and overall turnover during a period for the last three years (2001, 2002, 2003). - Technical capacity of the tenderer(s) (firm or consortium): at least one (1) contract/project where the tenderer has provided similar equipment during the last three (3) years (2001, 2002, 2003). The tenderer(s) must submit a list of the principal supplies delivered in the past three years, with the contract values, dates and recipients, public or private; where the service and the relevant supplies were provided to contracting authorities, and evidence of performance which takes the form of certificates issued or countersigned by the competent authority. The administrative and technical criteria are stipulated in the tender dossier. - Compliance with administrative and technical requirements. 17.Award criteria: The lowest price among technically compliant offers.
