Description: Invitation for Bids (IFB) Republic of Turkey Second Basic Education Project Educational Software for ICT Classrooms TU-4671 EDS.ITC/01.ICB 1 - This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in Development Business, issue no. 621 of 31 December 2003. 2 - The Republic of Turkey has received a loan from the International Bank for Reconstruction and Development toward the cost of Second Basic Education Project, and it intends to apply part of the proceeds of this loan to payments under the agreement(s) resulting from this IFB: Supply of Educational Software for ICT Classrooms, EDS.ITC/01.ICB 3 - The Ministry of National Education, Projects Coordination Center serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for the supply of Educational Software for ICT Classrooms. The total number of contract packages (lots) is 17 and the bidders have the option to bid for any and more packages. Bids will be evaluated package-wise. Subject to a bidder meeting the minimum qualification criteria for one or more contract packages as specified in the bidding documents, the award will be made to the lowest evaluated responsive bidder. 4 - Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits and is open to all Bidders from eligible source countries as defined in the Guidelines that meet the following minimum qualification criteria: I. Experience: a. For packages 1-16 i) Educational Software Market Existence : The bidder should demonstrate that it has successfully supplied educational software during the last five (5) years (1999-2003) for Packages 1,2,3,4,5,6,7,8,9,10,11,12,13,14,15,16. ii) General IT Services Capacity : The bidder should demonstrate that it has successfully provided IT services delivery and warranty services in at least 500 scattered locations for each package for the Packages 1,2,7,8,9,10,11,12,13,14,15 and 16 and at least 160 scattered locations for each package for Packages 3,4,5 and 6. This capacity does not necessarily have to be demonstrated for educational software services, it can include any other IT services in general. iii) Educational Software Market Capacity : The bidder should demonstrate that it has successfully supplied at least 750 school licences or 30.000 single user licenses of educational software for each bid package for Packages 1,2,7,8,9,10,11,12,13,14,15 and at least 100 school licences or 4.000 single user licenses of educational software for each item offered within the Package 16 and at least 70 school licences or 2.800 single user licenses of educational software for each bid package for Packages 3,4,5 and 6 with invoices in last five (5) years. For bids more than one package the qualification requirement will be summation of the qualification requirement for all contract packages. iv) The bidder should demonstrate that it will establish at least one technical support center in each of the 7 geographical regions of Turkey. b. For package 17 i) The bidder should demonstrate that it has minimum five (5) years of experience in the IT sector. ii) The bidder should demonstrate that it has successfully provided this kind of software and warranty services in a single contract during the last five years (1999-2003). iii) The bidder should demonstrate that it will establish at least one technical support center in each of the 7 geographical regions of Turkey. II. Financial Status: i) The bidder should demonstrate that it has an average annual turnover over the last five (5) years equal to his bid price for a contract package. For bids more than one contract package the average annual turnover will be summation of the qualification requirement for all contract packages. ii) The bidder should submit the balance sheets and income statements for the last five (5) years. Incomes will be demonstrated for only marketing in IT sector of income statement table approved by the Certificated Accountant for each year. iii) The bidder should demonstrate that it has access to or has available liquid assets, unencumbered real assets, lines of credit, and cash flow for a period of five (5) months at an amount not less than his bid price for a contract package. For bids more than one contract package the qualification requirement will be summation of the qualification requirement for all contract packages. III. Joint Ventures: i) The bidder lacking delivery and such other services and wishing to associate with firms experienced in providing such services are allowed to do so. In such a case, the qualifications and experience of all joint venture partners will be taken into account in determining the qualifications of the bidder with respect to the above criteria for services. The Joint Ventures which are formed in accordance with ITB Clause 6.2 should comply with the criteria (I) and (II) above where lead partner shall meet not less than 60% and each of the partners shall meet not less than 40% of each criterion with an exception that the criteria (I).(a).(i) and (I).(b).(i)shall be met fully by the lead partner. The bidder shall furnish as part of the bid, all necessary information about such joint venture partners. IV. Board of Education (BOE) Approval: The software shall be approved by the Board of Education (BOE) before the signing of contract. In case of absence of BOE approval, the application letter of BOE for evaluation of the proposed software shall be included in its bid during bid submission and the bidder shall submit the BOE approval not later than 45 days after bid opening (except Package 17). The bidders have the option to bid one or more packages and the bids will be compared and evaluated package-wise. The bidders should demonstrate the evidences for the qualification requirements required for above items (I), (II) and (III) covering all packages in their bid. If any of the evidence does not fully meet or shortfalls with the post-qualification requirements stated in above items (I), (II) and (III) for all packages in a bid, the Purchaser will not reject the bids for all packages but will have the authority to decide on the combination of contract packages offering the lowest evaluated solution at the Purchaser's opinion and reject the remaining bid packages. 5 - Interested eligible Bidders may obtain further information from The Ministry of National Education, Projects Coordination Center and inspect the bidding documents at the address given below (1) from 09:00 am to 04:00 pm. 6 - A complete set of bidding documents in English may be purchased by interested Bidders on the submission of a written application to the address below (1) and upon payment of a nonrefundable fee of 150 million TL. The method of payment will be either direct payment or bank transfer to the account of Ministry of National Education, Merkez Saymanligi T.C. Merkez Bankasi, ANKARA, account no.182 or directly to the accounting officer's cashier desk. The document will be sent by airmail for overseas delivery or courier for local delivery and also via e-mail. 7 - Bids must be delivered to the address below (2) at or before 2:00 pm on 05/07/2004. All bids must be accompanied by a bid security of not less than 2% of the bid price or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the Bidders' representatives who choose to attend at the address below (2). 8 - The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement. 9 - Installation Sites List given in a CD media is attached to the Bidding Documents and also these documents can be seen in the web site of MONE. 10 - No alternative bids shall be submitted. The Tenderer(s) must prove economic and financial capacity by furnishing audited annual financial statements of financial positions and overall turnover turnover during a period for the last three years (2001, 2002, 2003). . Technical capacity of the Tenderer(s) (firm or consortium): At least one (1) contract/project where the Tenderer has provided similar equipment during the last three (3) years (2001, 2002, 2003). The Tenderer(s) must submit a list of the principal supplies delivered in the past three years, with the contract values, dates and recipients, public or private; where the service and the relevant supplies were provided to Contracting Authorities, and evidence of performance which takes the form of certificates issued or countersigned by the competent authority.
