Description: INVITATION FOR BIDS (IFB) INVITATION FOR INTERNATIONAL PROCUREMENT OF WATER-METERS (CONTRACT NO : BURSU 14) BURSA WATER AND SEWERAGE ADMINISTRATION GENERAL DIRECTORATE (BUSKI) Bursa Water and Sewerage Administration General Directorate (hereinafter referred as BUSKI) has received a loan from the European Investment Bank (hereinafter referred as EIB) to co-finance the cost of the Bursa Wastewater Project. This International Invitation for Tender is for procurement of 50 000 (fiftythousand) pieces of watermeters to be used in the house connections. The delivery of the first package of the water-meters must be completed according to the delivery program as specified in the bidding documents, following the contract signing and payment of the advance (effectiveness of the letter-of-credit for imports). The Tender shall be carried out in accordance with the World Bank's Standard Bidding Documents for Procurement of Goods. In addition to the general requirements concerning the eligibility and qualifications of the bidders and goods, the following particular criteria are required; i) Production capacity report and list of equipment available, ii) The Sales List and Export list for the last five years, iii) Acceptance documents from at least 5 major customers for the last 5 years, iv) Evidence for a minimum sales of 50 000 pieces 1.5 m3/h capacity water-meters as defined in the bidding documents in a single package for the last five years, v) Evidence that the manufacturer has a total quality system (like ISO 9000), vi) Evidence that the manufacturer has product certification like TSE or equivalent, vii) Evidence that the manufacturer has Test and Calibration Laboratory certified by Turkish Standards Institute or International Accreditation Association. Either the original or notarized copies of the above documents must be submitted along with the bids. All qualified firms are invited to participate in the Tender. Interested eligible Bidders may obtain further information from, and inspect the Tender Document at the address below. A set of Bidding Documents may be purchased by submitting an application to the address below and upon payment of a non-refundable fee of 250 million TL or equivalent currency (including VAT) to BUSKI's TL account 23 119, USD account 49 511 or Euro account 50 061 at Bursa HalkBank-Heykel Branch. Bidders unable to purchase the documents in person and wishing the documents to be mailed, must add the courier cost to the purchase price. BUSKI bears no responsibility for the delivery. Besides, the Turkish copy of the document may be purchased for an additional 100 million TL. A Bid Security of not less than 20,000 Euros must be furnished to BUSKI along with the Bids. Applications for qualification and bidding shall be prepared as one original and one copy.The package must be submitted in sealed envelopes, delivered to the address below by 14:00 hours on May 14, 2004, and be clearly marked "Application for BURSU 14- Procurement of Watermeters." The package shall be opened at 14:00 on the same day in the presence of bidders' representatives who choose to attend.
