Description: INVITATION FOR BIDS (IFB) SPECIFIC PROCUREMENT NOTICE Republic of Turkey Turkish Electricity Transmission Company (TEIAS) National Transmission Grid Project Implementation of TEIAS Enterprise Application Systems and Supporting Infrastructure Loan Number: 4344-0 TU IFB Title: Enterprise Application Systems Implementation IFB Number: IKOBID/2003-01 Bidding Record Number: 2004/33243 1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in Development Business, issue no. 614 of September 16, 2003. 2. The Government of Republic of Turkey has received a loan from the International Bank for Reconstruction and Development (the World Bank) in various currencies towards the cost of National Transmission Grid Project. It is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for Enterprise Application Systems Implementation. 3. The Turkish Electricity Transmission Corporation (TEIAS) serves as the implementing agency for the project and now invites sealed bids from eligible Enterprise Resource Planning (ERP) and application vendors with appropriate experience and expertise to provide application functionality and services (installation, implementation, integration, training and technical support) covering the following functional areas: . Finance and Accounting, including: - General Ledger; - Accounts Payable; - Accounts Receivable; - Cost Accounting; - Fixed Asset Management; - Budgeting; - Cash Management; and - Inflation Accounting. . Human Resources, including: - Personnel Record Management; - Payroll; - Resource Planning; and - Training Planning.?. Corporate Core Businesses, including: - Corporate Asset Management (Stock Control and Materials Management); - Maintenance and Service Management; - Project Management; - Procurement Management ; - Customer Management and - Customer Billing. 4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits and is open to all Bidders from eligible source countries as defined in the Guidelines that meet the minimum qualification criteria relating to previous experience, financial capacity and delivery capability set out below: . The Bidder, or in case the Bidder is a group of firms/consortium/joint venture, the leader of the group or prime contractor shall be the company which is providing the Implementation Services component as specified in the Bid. . The Implementation Services Provider can be a partner in only one joint venture or consortium. If there are any other Bids submitted by joint ventures or consortia including the same Implementation Services Provider, all Bids including the same Implementation Services Provider as a partner of joint venture or consortium shall be rejected. . Bids for Subsystems, lots, or slices of the overall will not be accepted. . The Implementation Services Provider must have had representation/legal offices in Turkey for a minimum of two (2) years. First line of technical Support services must be provided locally within Turkey, with preferably in Ankara. . If the Bid is submitted by an individual Bidder, the Bidder must demonstrate a minimum average turnover of fifteen (15) million US Dollar (USD) in at least two (2) of the last five (5) years. . If a Bid is submitted by a Joint Venture/Consortium, - Bidders for software and hardware elements of the Bid must demonstrate a minimum average turnover of fifteen (15) million US Dollar (USD) in at least two (2) of the last five (5) years; and - Bidders for implementation services provision must demonstrate a minimum average turnover of at least one (1) million US Dollar (USD) in at least two (2) of the last five (5) years. . During the last five (5) years, the Bidder must have completed a minimum of one (1) contract involving the development, installation, and provision of technical support for Information Systems of similar functional/technical characteristics and of a comparable scale: 300 users at peak times; support for access from approximately 10 remote locations, preferably via the internet. . Bidders are requested to provide for the ERP software package, at least one original customer reference letter that demonstrates it had been implemented in the government or private sector, which is produced by them with similar complexity to the proposed ERP system. 5. Description: This contract will involve, including the following, construction of approximately 17.5 km long and fully at-grade rail transit system having 31 stations: - all building and other civil works (including track substructure-superstructure and depot areas-maintenance workshops for rail transit vehicles), - all types of manufacturing, installation and mounting works for power supply, catenary, signalling, communications and control systems and similar works, - supply and installation of maintenance equipment, - manufacturing, delivering to the site and commissioning of minimum 30 m maximum 32 m long (when couplers are closed), at least 70 % low floor of its length and 2.65 m wide 22 rail transit vehicles, - training of the personnel of the Contracting Authority in operating the rail transit system and its maintenance and repair work, and - during the period of 365 (three hundred sixty five) days after the provisional acceptance of the Works, providing technical assistance to the Contracting Authority in the operation of the rail transit system. The general objective of the project is to ensure the establishment of a public automotive laboratory in Istanbul to carry out engine emissions test, cold tests for vehicle emissions and various other tests required to verify compliance with EC directives related to motor vehicles. 7.Number and titles of lots: The contract will be in two lots. Lot 1: 'Light-duty vehicle and passenger cars exhaust emission' test stand (LDV-PC TS room) equipment and 'heavy-duty vehicle engine exhaust emission' test stand (HDE TS room), including engine performance measuring, data acquisition and storage system, equipment. Lot 2: automotive performance, safety, conformity and reliability test equipment.
